The General Assembly, the centerpiece of the United Nations, offers representation to all 192 UN member states. These committees will be the largest at ILMUNC XXVIII and will give delegates the ability to debate traditional global issues in a larger forum. This year, delegates will discuss a number of relevant topics that span the entire spectrum of international relations. Alongside four of our hallmark committees, we are excited to present for the first time the Copenhagen Climate Change Conference of 2009 as our Historical General Assembly this year. We are also proud to continue offering an all-novice committee for first time delegates, the United Nations Children’s Fund.

The Economic and Social Council addresses substantial and critical issues in smaller, more intimate committees than those of the General Assembly. ILMUNC XXVIII is proud to feature innovative simulations such as the Commission on Crime Prevention and Criminal Justice, which will address the critical topics of piracy and political terrorism. The Forum of Non-Governmental Organizations will offer delegates the opportunity to engage in a variety of GA, ECOSOC, and Specialized committees, participating in substantive debate as a valuable source of expertise. In the United Nations Economic Commission for Latin America and the Caribbean, delegates will discuss methods to improve regional coordination among the emerging economies of Latin America, specifically with regard to biofuels and globalization. The United Nations Educational, Scientific, and Cultural Organization will address issues relating to some of the most important needs of member state’s populations, such as universal access to education and cultural preservation. Finally, the United Nations International Strategy for Disaster Reduction will serve as a framework for delegates to discuss how to significantly reduce losses due to natural disasters and how to build resilient communities as an essential condition for sustainable development worldwide.

ILMUNC’s Specialized Agencies and Regional Bodies afford delegates the option to participate in committees that are substantively and structurally different from GA and ECOSOC committees. We are proud to feature a particularly innovative and exciting set of committees this year. The Assembly of the African Union gives delegates the opportunity to act as heads of state to debate the issues of technological collaboration at the regional level and the development of African civil society. On the European Commission, delegates will discuss further regional integration while representing European ministers. Delegates to the International Court of Justice will represent judges deliberating on two particularly fascinating cases – Croatia v. Serbia and Belgium v. Senegal. Our new United Nations High Commissioner for Refugees Executive Committee will be debating the displacement of populations following natural disasters as well as the reproductive rights of female refugees. Lastly, we are proud to again offer delegates the opportunity to simulate the World Health Organization, which will be discussing the intriguing topics of how to handle neglected tropical diseases and the illicit trafficking of organs.

United Nations Security Council

Crisis Simulations have always been one of ILMUNC’s greatest strengths, and we’re excited to offer our most innovate, diverse, and interesting set of crisis committees to date. Each committee is managed by a sizable staff, our “crisis analysts,” who develop the exciting and realistic crisis simulations intended to engage and challenge creative high school delegates.

ILMUNC XXVIII is proud to offer our new application-based Ad-Hoc Committee of the Secretary-General, the identity of which will not be revealed until two weeks before conference.

In keeping with our commitment to innovation and creativity, we are pleased to offer two futuristic committees this year. The first – Consiglio dei Ministri: 2014 – will simulate the Italian Council of Ministers as they seek to rebuild after a downward economic spiral that has left the Italian populace dissatisfied with their leadership. Our second futuristic offering will be the Institute for Intelligence and Special Operations: Mossad. Delegates on this committee will model one of the most effective and notorious intelligence agencies in the world as they seek to address a variety of national security issues facing Israel in the year 2018.

Our historical committees are equally creative and inventive. In Napoleonic Wars, delegates will serve as high-ranking political and military advisors to the infamous Napoleon Bonaparte as they seek to assert France’s dominance in early-19th century Europe. Our second historical crisis simulation will be Titans of Industry, a summit of the “robber barons” and American captains of commerce deciding the fate of the country at the turn of the 20th Century. Delegates will represent such historical figures as Andrew Carnegie and John D. Rockefeller as the committee discusses issues ranging from their influence on the Presidential Election of 1900 to labor strikes and anti-trust laws.

Finally, we are pleased to once again offer a Joint Crisis Committee that will test the capabilities of even the most experienced crisis delegates. Throughout the conference, the two committees will be working together (or at odds with one another) in a coordinated simulation, challenging delegates to adapt and effectively respond to the actions of the opposing committee. This year’s JCC pits the Athenian Cabinet against the Spartan Cabinet during antiquity and will offer delegates the opportunity to rewrite world history as they seek to gain political dominance in a region fraught with tangling alliances and ambitious leaders.

We recommend that more experienced delegates select the United Nations Security Council, which has consistently been one of our most popular committees in years past. In accordance with its UN mandate to maintain international peace and security, the Security Council will address the most relevant and challenging issues facing the international community.
