North Atlantic Treaty Organization

Approximately 40 Delegations - Double Delegate
Topic A: NATO Enlargement
Topic B: Arctic Security in an Era of Strategic Competition

Background Guide

Welcome to the North Atlantic Treaty Organization (NATO) for ILMUNC XLII! This committee will address two interconnected issues: NATO enlargement and Arctic security in an era of strategic competition. Delegates will assess the implications of expanding the alliance, balancing collective defense with diplomatic considerations, while also exploring security challenges in the Arctic, including resource competition and geopolitical tensions. Through negotiation and collaboration, participants will aim to develop strategies that enhance collective security, promote cooperation among member and non-member states, and maintain stability in evolving strategic environments.

Dear Delegates,

I am excited to welcome you to the North Atlantic Treaty Organization (NATO) Committee of ILMUNC! My name is Natalie Moua, and as the moderator, I look forward to guiding you through engaging and impactful discussions that explore various aspects of international peace and security.

NATO is the cornerstone of transatlantic security cooperation of the United Nations General Assembly, which focuses on topics relating to collective defense and crisis management. Maintaining international peace and security requires strong national defense capabilities, but also close coordination among allies. NATO plays a pivotal role in responding to emerging threats, deterring aggression, and fostering cooperative security across different domains such as land, sea, air, cyber, and space. Our official topics for ILUMNC XLII are NATO Enlargement and Arctic Security in an Era of Strategic Competition. Given the shifting geopolitical landscape, the rise of new member states, and the importance of the Arctic region, these issues are timely. I am looking forward to hearing your ideas on how we can address and regulate these crucial issues.

A little bit about me, I am a sophomore in the College of Arts and Sciences studying Philosophy, Politics, and Economics with a concentration in Public Policy and Governance. I’m from Minnesota, and I participated in my high school’s Model UN club competitions, and I was heavily involved in another Model UN through the YMCA, where I served as President of the Economic and Social Council. Overall, I’ve been involved with Model UN for over 5 years, and I’m excited to be back. This will be my first conference that I have helped to plan with ILMUNC, and I hope that you all have an enriching and valuable experience! Outside of ILMUNC, I am involved in Penn Taekwondo, Penn Model Congress, Penn Democrats, the Asian Pacific American Leadership Initiative (APALI), and more. I love outdoor water activities, skateboarding, watching anime, and scrolling through funny cat reels.

Finn Liu, Doer He, and I are all looking forward to working with you in the NATO committee. Don’t hesitate to reach out if you have any questions regarding the committee.

Dear Delegates,

Welcome to the North Atlantic Treaty Organization (NATO) committee of ILMUNC! My name is Doer He. As your moderator, I look forward to engaging with you in impactful discussions on topics of importance to international security, particularly in the North Atlantic. Just a little bit about me: I am a sophomore in the College of Arts and Sciences and the Wharton School, studying international studies and business. I’m from Phoenix, AZ, and went to Brophy College Preparatory where I participated in my high school’s Model UN club. At Penn, I am involved in international policy research, help tutor students in West Philly, and play in the Penn Band drumline. I also love hiking, and exploring Philly in pursuit of the best cafés and restaurants. This will be my second conference with ILMUNC, and I hope that this experience will be meaningful and enjoyable!

As a security alliance, NATO discusses topics relating to collective defense and emerging security challenges in the North Atlantic, both politically and militarily. With Russia’s continued war in Ukraine, the proliferation of misinformation, and potential threats posed by emerging technological developments, maintaining peace and security in the North Atlantic and worldwide will require collaboration and a shared commitment to political and military cooperation, particularly at this moment of unprecedented relevance for NATO. As we approach the seventy-seventh anniversary of NATO’s founding, I look forward to hearing your perspectives on the Organization’s enlargement and your ideas on how to best address Arctic security challenges in the modern era of strategic competition. Finn, Natalie, and I are all looking forward to working with you in the NATO committee!

Please don’t hesitate to reach out if you have any questions regarding the committee.

All my best,

Doer He
